Ohio passed legislation to ban text messaging by all drivers no matter their ages. Ohio was the 39th state to pass this law. Drivers under the age of 18 are banned from using a cell phone for texting and talking while driving. Persons over the age of 18 are banned from texting but can talk while driving. However, in either case the person operating the motor vehicle is 100% responsible for the safety of their passengers and the people and property around them.
